Disaster Recovery Grants Management & Program Management

In August 2016, historic rainfall in southern parts of Louisiana resulted in catastrophic flooding that submerged thousands of houses, businesses, and multiple school campuses. The Ascension Parish School Board selected CSRS to provide professional services for the development and implementation of a recovery plan to restore schools to their pre-disaster condition. This includes replacing the flooded contents and equipment and building temporary campuses for the children to return to a new normal while the permanent school work is underway.

Upon hire, CSRS oversaw the prompt creation of four large temporary campuses to house over 5,000 displaced students. The students were then successfully relocated into fully-functional temporary facilities on their home campus sites by early March 2017.

CSRS is providing assistance and support for grants management and administration and associated project management activities required by federal and state disaster recovery programs. These programs include the FEMA Public Assistance Program and HUD’s Community Development Block Grant Program.

We are responsible for overall program management, design phase management, construction management, field inspection services, and project controls. Also, CSRS has full accountability for all grants administration tasks, compliance, and closeout.

 

We’ve created a custom database and reporting system for APSB.

This Project Management Control System is a powerful web-based database that organizes and tracks all costs associated with the Flood Recovery Program. This includes all project costs and the associated reimbursements of those costs. It allows flexible, customizable real-time reporting and analysis, and includes one-click links to images of pertinent associated documents.  The database records statuses of reimbursements from various funding sources.  The database has the capability of serving multiple clients simultaneously.

 

We work with APSB at APSB.

During day-to-day oversight, CSRS team members serve as APSB’s representative in communications with federal and state agencies.

Our multi-disciplined team is co-located with the Owner’s Planning and Construction Department and provides fully-coordinated program management and grants management in unity with the Owner’s routine daily operations.

Team members collaborate daily with the various school district departments and divisions to manage document controls, Project Worksheets, grant applications, non-federal match requirements, and to review and resolve eligibility issues. All tasks performed by CSRS grants management experts provide close oversight to ensure compliance with applicable codes and regulations to capture and retain maximum funding available for complete and successful facility recovery and closeout.
