The Green Light Plan (GLP) is a comprehensive transportation program to improve roadway infrastructure and citizen safety throughout East Baton Rouge Parish. The program includes 42 roadway improvement projects, which include the construction of new roads, widening of existing roads, intersection improvements and upgrades to traffic signalization and synchronization.
CSRS is the lead Program Manager, heading up a multi-discipline team of design and management professionals to program, schedule, budget and manage the implementation of $700 million in improvements to the East Baton Rouge Parish roadway and traffic system. CSRS is providing comprehensive Program Management services for the entire program process beginning with an innovative program strategy with a focus on bottom line results.
CSRS developed a comprehensive approach to early design studies that defined the initial obstacles, right of way constraints and hurdles each project would need to overcome before reaching construction, once the conceptual design study and critical issues were determined. CSRS played a vital role in the prioritization and implementation of the program workplan, timing of the bond offerings, fund appropriations approved by Metro Council, and final encumbrances.
Mr. Charbonnet has over 19 years of experience in the Architectural, Engineering, and Construction industry to include program management, construction management, project and construction engineering, contingency engineering, cost analysis, and scheduling network analysis for both horizontal and vertical design-build, design-bid-build, Construction Manager at Risk, Owner’s Rep, and Indefinite Delivery/Indefinite Quantity programs/construction projects; as well as, Public Works operation support to include engineering support and facility, utility, transportation management, assessment, and maintenance.Contact
