Grön Fuels, LLC is a new $9.2 billion renewable fuels complex in West Baton Rouge Parish, Louisiana. The first phase of the project CAPEX is projected in excess of $4.25 billion creating 340 direct jobs and will produce 60,000 barrels per day (BPD) of renewable diesel with a permitted jet fuel option. At full build-out, the complex would involve over $9.2 billion in total investment and would employ upwards of 1,025 direct employees.


This facility is designed to produce 60,000 barrels per day of renewable fuels. Renewable fuels produced from Project Grön will contain no fossil-based carbon, thus eliminating 10.3 million tons of new CO2 each year. Over the anticipated 50-yr life of the plant, it will result in a savings of half a trillion tons of CO2. That is a meaningful step forward toward reducing the U.S. overall carbon footprint.


CSRS provided a Project Management Organization integrated with the client team to manage both the EPC scope of work and Owner’s Scope of Work. CSRS supported Grön-selected technology integration with the EPC. The EPC scope of work included pre-treatment to convert plant-based oils and used cooking oils for processing, a hydrotreater, hydrogen plant and wastewater treatment. Import of feedstocks and export of finished products includes a marine barge terminal, rail and truck facilities and pipeline. CSRS managed and submitted project permits including the Air Permit, USACE Sections 404/408/10 permits and LPDES.


CSRS managed multiple contractors and consultants in developing the Owners Scope including over $350M of facilities. The scope of work included offsite pipeline connection for Natural Gas, Hydrogen and C02, 200 MW Utility Substation for power supply, management of design and approval process for rail facilities through Union Pacific, conceptual design of import and export facilities for marine, rail, truck and pipeline, water wells and approval through regulatory agencies, offsite effluent discharge pipeline to the Mississippi River and approval through regulatory agencies, and water connection to parish utility. Also, CSRS performed boundary and topographical survey, sitework design, integration of design with USACE and LPDES permitting requirements and traffic modeling, conceptual design of roadway and site access improvements.
