The Multiple Award Schedule (MAS) combines GSA’s product and service offerings into a single contract. The purpose of the MAS is to empower government acquisition professionals with a single, comprehensive contract solution for their professional and information technology requirements. This allows agencies to access the same range of services and products that were available through multiple schedule contracts, but in an easier to use contract framework. Furthermore, the MAS simplifies the process for both industry and GSA by reducing redundant contracts, easing administrative burdens, and streamlining audit procedures.
Advantages of the Multiple Award Schedule
The Multiple Award Schedule (MAS) offers authorized agencies the convenience of a single contract for procuring a wide range of professional and information technology services, as well as software and hardware, spanning from straightforward to complex needs. The MAS delivers the following benefits to end agencies:
-
Streamlined procurement processes, allowing the issuance of Requests for Information (RFI), Requests for Quotation (RFQ), or Blanket Purchasing Agreements (BPA) through GSA's eBuy e-commerce system or direct communication with contractors.
-
Pre-negotiated contract ceiling rates to ensure fair and reasonable pricing.
-
Flexibility to establish unique Contractor Team Arrangements, facilitating collaboration with a diverse set of industry partners during negotiations.
-
The ability to tailor terms and conditions at the task order level or through Blanket Purchase Agreements (BPAs) to meet specific requirements.
-
Assurance that necessary Federal Acquisition Regulation (FAR) terms and conditions are integrated into the contract.
-
Time-saving advantages by utilizing the streamlined procurement procedures of FAR Subpart 8.4, which reduces agency administrative costs and aligns with Office of Management and Budget (OMB) requirements for existing contracts.
Understanding the Multiple Award Schedule
Authorized agencies have the capability to request information (RFIs), quotations (RFQs), and/or establish Blanket Purchasing Agreements (BPAs) through the Multiple Award Schedule using GSA's eBuy system or by directly contacting contract holders. These RFIs, RFQs, and BPAs are applied to the relevant Special Item Number(s) (SIN) that correspond to the specific scope of work for the intended procurement. Furthermore, GSA Advantage offers access to a vast array of products and services from approved contractors.
Who Can Order Through the Professional Services Schedule?
The MAS is available to all Federal agencies, mixed ownership government corporations, the District of Columbia, state and local governments (limited purchasing power) and contractors authorized under FAR 51. More information regarding authorized schedule buyers and specific ordering procedure can be found on the GSA website.
