Coastal Impact Assistance Program (CIAP)

The Coastal Impact Assistance Program (CIAP) was established by Section 384 of the Energy Policy Act of 2005 to help oil-producing states and their coastal political subdivisions mitigate impacts from Outer Continental Shelf (OCS) oil and gas production. CSRS provided program management and federal grants management for Louisiana and Mississippi.

Louisiana

The CIAP component was projected to provide up to $497 million to Louisiana for fiscal years 2007 through 2010. The state worked with the coastal parishes to prepare the Louisiana Coastal Impact Assistance Plan that identifies restoration, conservation and infrastructure projects to be supported by the state and each coastal parish for the four years of CIAP funding.

CSRS provided services to Louisiana and the parishes in compliance with the CIAP requirements. CSRS prepared grant applications, managed budgeting and scheduling, prepared plan amendments and revisions, assisted with planning and project decision making, and many other administrative roles.

CSRS headed up a team of professionals to program, schedule, budget and manage the implementation of 11 state, 75 parish projects and 17 state-parish shared projects. Our financial resource staff performed research and coordination with Louisiana DNR Fiscal & Budget Division to develop financial statements and revenue forecasts in conjunction with the preparation of the FY2011 Annual Plan.

Our team provided direct project management of three state CIAP projects: Long Distance Sediment Pipeline; Central Wetlands Assimilation and the Coastal Forest Initiative.

Mississippi

The legislation allocated $109 million to Mississippi including $71 million to the State and $38 million to the Coastal Political Subdivisions (CPS).

Our team of professionals served as consultants on all facets of the program. We worked with the Mississippi Department of Marine Resources (MDMR), all sub-grantees, and applicable CPS’ to ensure proper program and project implementation in accordance with Federal regulations.

Our services included the development of grant applications/amendments, funding and reporting oversight, and consultation on all technical aspects of the program. We worked with State, sub-grantee, and CPS architects, engineers, contractors, etc., to facilitate successful project completion while minimizing potential de-funding risks. We provided the sub-grantee with project monitoring services and reviewed/coordinated interim and final deliverables to the Federal Sponsor, U.S. Fish and Wildlife Service, so that all project submittals allow for quick and successful closeout.

Our team worked on all State projects (MDMR and Sub-grantee) and were available to Hancock, Harrison and Jackson Counties, as needed.
