Program management of design and construction for the Dallas College system-wide IT upgrades.

CSRS was hired in February 2018 to provide Program Management of design and construction for the Dallas College System-Wide IT Upgrades. The project includes IT Upgrades for six (6) of the main campuses. Our Dallas Team works closely with the Dallas College administration and staff to execute the project, which also includes Safety & Security Upgrades. CSRS hired Witty Inventions (M/WBE, Woman-Owned) for Estimating and JBJ Management (M/WBE) for management of the Cabling scope of work.


Pre-Construction

Prepare preliminary construction cost estimates. Review design documents and advise on proposed site use and improvements, material selection, building systems and equipment, and project delivery methods.


Construction Administration

Contract administration including research, meetings, coordination of all prime construction contracts. Collect and review project data. Field inspections, coordinate testing, review drawings and specifications. Monitor schedule and budget.


Post-Construction Services

Review documentation for occupancy readiness. Establish operations and maintenance program. Initial occupancy on-site observation and assistance. Warranty review and post-construction evaluation.


Bidding for the six (6) campuses required staggering construction start dates, which extended the overall project completion to a 19-month duration. The Richland Campus started construction in December 2019 while the last, Brookhaven Campus, started November 2020, and each campus with contract time ranging from 210 days to 360 days. CSRS worked with Dallas College to streamline procedures such as bidding and contract approvals. We helped to improve the bidding process by assisting Dallas College with Pre-Bid meetings and Bid Openings, along with expediting the responses to bid questions, expediting the issuance of addenda, and providing bid review analysis to Dallas College.


The Richland Campus IT Upgrades also comprised separate construction contracts for cabling installation with a completion date 60 days beyond the completion date of the general contractor’s contract. Currently, the general construction for the project is 95% complete; however, the cabling scope is 65% complete. The electrical work, which is highly dependent on the completion of the cabling work, has been delayed due to the cabling contract’s schedule. CSRS is working closely with the general contractor and cabling contractor to coordinate all remaining work to maintain schedules. In addition to typical project weekly progress meetings, we initiated weekly cabling coordination meetings with the cabling contractor, general contractor, and IT consultant to discuss and resolve project task constraints, materials orders & lead times, cabling progress, and phase deadlines.
