Supporting over 25 years of growth, disaster recovery, and facility upgrades

CSRS has been a trusted partner to the East Baton Rouge Parish School System (EBRPSS) for over 25 years, demonstrating continued confidence in our ability to manage its maintenance and improvement efforts. Beginning with master planning and advisory services for Istrouma High School in 1999, CSRS was later selected to provide comprehensive program management services after the passage of a sales tax referendum funding a district-wide facility and technology improvement program.


When the district was impacted by the Great Flood of 2016, CSRS was re-engaged to provide project and funding management services to assist with recovery. Throughout this long-standing partnership, CSRS has managed the design and construction of over $700 million in facility improvements across more than 90 K-12 campuses. This work has included comprehensive facility assessments, compliance with applicable codes and educational standards upgrades, and numerous facility projects. Notable accomplishments include 13 new schools, 48 classroom additions, nine major renovations, 85 roof replacements, and numerous repair and maintenance projects.


The program's third phase featured the $50 million historic renovation and expansion of Baton Rouge Magnet High School, the district's flagship school. The fourth phase will deliver nine new schools and two major renovations.


Through all these efforts, CSRS has provided leadership and continuity across eight superintendent changes, supporting the district's disaster recovery initiatives from Hurricanes Katrina, Rita, Gustav, and the 2016 Floods. In addition, CSRS managed facility construction under the Qualified Construction Bond Program, funded by the American Recovery and Reinvestment Act of 2009.


Each project is unique—requiring careful coordination between diverse programs, staff, neighborhoods, and student needs—while addressing typical construction challenges. Ensuring that every project meets its critical start-of-school date has been a key component of our success.
