Babcock & Wilcox is developing a low carbon hydrogen production facility to be located in Louisiana. Using a proprietary chemical looping technology, B&W will utilize biomass feedstock to produce 15-20 tons/day of hydrogen with a very low carbon intensity. The process produces desirable outputs such as hydrogen, while isolating carbon dioxide (CO2) for capture and storage/sequestration or beneficial use. This will be a commercial demonstration facility with offtake pipeline interconnects for both carbon dioxide and hydrogen.


CSRS was instrumental in assisting B&W with site selection. Multiple sites across South Louisiana were evaluated and vetted for suitability based on B&W’s site selection criteria. Coordination with landowners was led and managed by CSRS in pursuit of Letters of Intent (LOI) for land lease and feedstock supply agreements.

Additionally, CSRS led the effort to prepare the DEQ air permit application, USACE wetlands permit, and the LPDES water permit.


CSRS completed several studies and capital cost comparison estimates to support site selection and front-end development. The infrastructure that CSRS evaluated included electrical power supply coordination as well as major interconnect pipelines for carbon dioxide and hydrogen. In addition, CSRS evaluated utility pipelines for natural gas, potable water, and wastewater.


CSRS is currently providing ongoing support as the project is seeking final investment decisions from interested investors. After FID, it is anticipated that CSRS will expand Owner’s Engineer Support services and include Project Execution Services throughout the engineering phase.
